ARTED Health Economics Working Group Head Funda Özdiler Çopur, delivered a presentation titled “Examples of Procurement Considering Non-Price Criteria and Their Benefits to the Health System” during the 5th session, “Smart Procurement in the Public Sector,” held on the second day of the Medical Device Governance Summit. In the presentation, while providing examples of non-price-based procurements in the United Kingdom, it was emphasized that the legislative framework in Türkiye is also ready for non-price-based procurement. Key topics discussed included tiered pricing, partial delivery options, the possibility of service procurement, and the integration of innovative products into the Sağlık Market (Health Market) system. These practices were underlined as contributors to increased sectoral transparency and the sustainability of healthcare services.
Additionally, the presentation referenced pilot programs conducted by the NHS in UK, illustrating how non-price criteria can be evaluated through measurable outcomes. This made the session a highly productive platform for both policymakers and industry stakeholders.
The session was moderated by Deputy Director General of the State Supply Office Dr. Mehmet Koca, and other speakers included State Supply Office Department Heads Gökçe Kaptan and Turhan Öz, Head of Department at General Directorate of Public Hospitals Osman Bahçekapılı, Head of Department at the Public Procurement Authority (PPA) Ceyhan Çelik and Board Member of TÜMDEF Cengiz Balçık.
